（中央社雅典24日綜合外電報導）雅典當局22日提出最新債務提案，希臘危機露出曙光，鼓舞全球金融市場走高，但部分經濟學家卻質疑這項強調增稅的計畫，對陷入衰退的希臘經濟是弊大於利。
法新社報導，義大利聯合信貸集團（Unicredit）經濟師尼爾森（Erik Nielsen）說：「希臘提案過於強調一次性稅賦措施…，以及對整體（商業）課錯稅，並沒有實質的改革。」
在償還國際貨幣基金（IMF）約15億歐元（17億美元）貸款的大限將至下，希臘修改債務提案換取紓困撥款。
歐洲聯盟（EU）和國際貨幣基金等債權人希望希臘今年達成基本預算盈餘占年度國內生產毛額（GDP）1%的目標，接下來在明年達到2%，後年達到3%。因此要求希臘開源節流占今年GDP的1.5%，以及明年的2.5%。
歷經數月的協商僵局，希臘本週終於不再抗拒，提出超越債權人要求的提案，擴大開源節流的財政措施，相當於占今年GDP的1.51%和明年的2.87%。總理齊普拉斯（Alexis Tsipras）也說，希臘提出超越平?預算的要求。
然而，由於希臘經濟前景不妙，今年第1季重返衰退，外界憂心希臘這項摻雜重稅的提案，恐重創經濟。
皮特森國際商用英文 mail經濟研究所（Peterson Institute forInternational Economics）經濟師齊克果（JacobFunk Kirkegaard）指出：「從手邊的預測數據來看，73億歐元，也就是希臘這次承諾的79億歐元財政金額的93%來自增稅和調高社會安全基金自付比例。」
齊克果指出，這項提案顯然是專門修改來符合齊普拉斯的意識形態原則，而不是希臘經濟所需。
CMC Markets分析師休森（Michael Hewson）指出，在經濟已陷入衰退下，大範圍增稅可能進一步重創需求。他說：「即使略知經濟學一二的人都能告訴你，在需求萎縮之際增稅，就像一隻牛被剝兩層皮。」（譯者：中央社劉淑琴）1040624
